Bug Description

Even when removing all other 3rd party repositories, the distro upgrade from 20.04 to 22.04 is not working.

It looks like you have installed python3 from the deadsnakes PPA:

  Installing python3.10-dev as Depends of python3-dev
    python3.10-dev:amd64 Depends on python3.10:amd64 < 3.10.6-1+focal1 @ii mK > (= 3.10.4-3ubuntu0.1) can't be satisfied!

To resolve the issue, please use the ppa-purge tool to remove any packages installed from ppa:deadsnakes/ppa, and then try the upgrade again.
