do-release-upgrade error says development version

Bug Description
When running do-release-upgrade on a LTS version that at the moment does not having a upgrade path, the response is that there is no *development* version available, which could be true, but since I'm running on a stable release (20.04.4), I would think that it should look for a non-development upgrade, and the failure to find such, should be worded more correctly.
