shutdown command do not turn off machine

Machine do not turn off after issuing shutdown command either through GUI or terminal.

last command displayed is

ucsi_acpi USBC000:00: PPM init failed (-110)

or
systemd-shutdown[1]: Failed to finalize DM devices. ignoring

The machine is suppose to turn off but it is left hanging.
