Thank you for taking the time to report this bug and helping to make Ubuntu better.

The ubuntu-release-upgrader` tool upgrades one Ubuntu release to another; eg. from 21.04 to 21.10. Is this what you're trying to do? as the package you've filed against is not used for normal update/upgrades.

Bug reporting is mostly about finding & fixing problems thus preventing future users from hitting the same bug.
