Cannot upgrade a fresh install of bionic

Bug Description
I did a fresh install of Xubuntu 18.04.4 from a CD-ROM, updated all packages, and immediately tried do-release upgrade to get to Bionic. I know, it seems odd to do that, but I have reasons I'll report in a separate bug. Anyway, there was absolutely nothing else done besides these things.
I did all my stuff under script, and I'm attaching the scripts. There are two because I had to do a reboot after the upgrades and before the do-release upgrade.

Thanks for taking the time to report this upgrade failure. There is currently a new version of the release upgrader available in -proposed which may resolve the error you've encountered. Please run the following command to test the new version of the upgrader:
do-release- upgrade -p
