Upgrade to Ubuntu 20.04.2 from 18.04 fails- Can't calculate the upgrade

Bug Description
When attempting to upgrade to 20.04.2 from 18.04, I receive an error message that "Ubuntu could not calculate the upgrade". I attempted ppa-purge on a few ppas hoping that might address the issue, do not seem to have any broken packages and sudo apt upgrade and update run clean. I checked /var/log/
