System Upgrade from Bionic to Focal not possible

Bug Description
When trying to upgrade the release from bionic beaver to Focal I always get the error message that a critical error has occurred. Removing all Launchpad PPAs did not help.

Bug reporting is mostly about finding & fixing problems thus preventing future users from hitting the same bug.

The error message would have suggested using `ppa-purge` to remove all 3rd party packages and not just the PPA sources; I looked and I can see 3rd party packages conflicting with the Ubuntu packages (eg. package(s) from https:/ /launchpad. net/~oibaf/ +ppa-packages but that may not be all)
