I changed Propmpt=noraml because of this:

:~$ do-release-upgrade
Checking for a new Ubuntu release
There is no development version of an LTS available.
To upgrade to the latest non-LTS development release
set Prompt=normal in /etc/update-manager/release-upgrades.
