Upgrade to release 20.04 from 18.04 failed

Bug Description

Attempted to upgrade from 18.04 to the newer LTS rel 20.04. Process stopped and a pop-up window indicated that a bug made the upgrade to fail, suggesting to report the bug via "ubuntu-bug ubuntu-release-upghrader-core" as I did, since I couldn't find any clue after checking the suggested logs.

I'll be glad to send you any further information you may need to address the failure.

After removing gnuradio-dev, the upgrade completed successfully.
