Can't upgrade using gui tool or do-release-upgrade

Bug Description

Both do-release-upgrade and the gui Upgrade button result in an "abort".

Running Ubuntu 18.04 LTS with Mate Desktop

Trying to upgrade to 20.04 LTS

I was able to get it to work by commenting out all the security.ubuntu.com apt source list lines.

Very odd...
