Bug Description

Impossible to upgrade from previous LTS to last one.
sudo do-release-upgrade starts properly but failed and revert back.

This is likely because your /etc/apt/sources.list file only contains entries for main and restricted. You are missing entries for universe and possibly multiverse. Please enable universe and try the upgrade again.
