Reviewing the files from your upgrade attempt you seem to have enabled a PPA that provides Xorg packages. This will prevent the upgrade as that PPA contains package version numbers greater than the release to which you are upgrading. You can revert the PPA by installing the ppa-purge package from the official Ubuntu archive and then running 'sudo ppa-purge ppa:kisak/kisak-mesa'. After that you can try upgrading again and if it still fails open a new bug report. Thanks and good luck!

After some clean up and removing the package you mentioned I managed to upgrade with some hiccups.
The PC froze when the upgrade was at 80%
After reboot I continued with the usual apt update & upgrade & dist-upgrade
Reinstalled kisak/mesa and other ppa

$ lsb_release -a
No LSB modules are available.
Distributor ID: Ubuntu

Hello, my mesa PPA info explicitly tells users to remove it before doing dist upgrades, just like other popular mesa PPAs. It does not provide any xorg packages. Dropping the label as it's misleading.
