I can't update ubuntu to version 20.4. There seems to be a problem with the ppa software.

Your /etc/apt/sources.list file is completely commented out so apt and ubuntu-release-upgrader do not know where to get packages from. You'll need to reenable the Ubuntu archive and then probably installing updates before trying to upgrade again.
