Upgrade from bionic LTS to focal LTS fails because of "pkgProblemResolver::Resolve generated breaks"

Bug Description

main.log gives this error:

2020-09-09 10:15:03,237 ERROR Dist-upgrade failed: 'E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.'

however, there is no hint in the log files what that might be. I have a few PPAs but none of them are flagged up in the log files. Neither apt.log nor mail.log.

do-release-upgrade still doesn't work.

Workaround (the Debian way):

sed -i 's/bionic/focal/g' /etc/apt/sources.list
apt update
apt -y dist-upgrade
grub-install

... which works perfectly.
