upgrade to 20.04 fails with can't install ubuntu-mate-core message

Bug Description

I have been trying to update for 3 or 4 days, have removed all the launchpad repositories, purged everything I can think of anb the upgrade just fails...

It seems that none of the known meta packages are installed on your system. Please try installing ubuntu-mate-desktop and then upgrade to the next release of Ubuntu. From VarLogDistUpgradeMainlog.txt:

You will see from the below that ubuntu-mate-core is already
installed, ubuntu-mate-desktop can't be found, and attempting to do a
reinstall of ubuntu-mate-core gives an error. Is there any more I can
do please?

Ah, you also have the universe repository of the Ubuntu archive disabled and that is where ubuntu-mate-desktop comes from. You'll need to enable universe and install ubuntu-mate-desktop and try the upgrade again.
