Bug Description

I'm just trying to upgrade from to 20.04. It is the guest OS in vmware workstaion running on win7-64. I also tried installing a FRESH Ubuntu Mate 18.04 as the guest in VirtualBox running on Mate 20.04 and the same error happened when I ran do-release-upgrade.

This appears to affect the Mate flavor, but not the main Ubuntu (Gnome flavor). I installed a fresh VM using ubuntu-18.04.1-desktop-amd64.iso and do-release-upgrade worked fine.
