Bug Description

After upgrading from Kubuntu 19.04 to Kubuntu 19.10, my bluetooth has become horribly unstable. Moving the computer to a different room and back(out of bluetooth range presumably), as well as suspending the computer causes the connection to my wireless mouse to fail. The bluetooth notification changes to say "No adapters available".

This throws pages of notifications in dmesg, as the computer tries reconnecting ~20 times. Sample below:
[134098.041593] PM: suspend exit
[134098.076535] usb 1-4: new full-speed USB device number 86 using xhci_hcd
[134098.204521] usb 1-4: device descriptor read/64, error -71
[134098.440549] usb 1-4: device descriptor read/64, error -71
[134098.549036] debugfs: Directory '42' with parent 'devices' already present!
[134098.676662] usb 1-4: new full-speed USB device number 87 using xhci_hcd
[134098.808594] usb 1-4: device descriptor read/64, error -71
[134099.048613] usb 1-4: device descriptor read/64, error -71
[134099.160743] usb usb1-port4: attempt power cycle
[134099.481253] debugfs: Directory '43' with parent 'devices' already present!

The symptoms look very similar to https://bugs.launchpad.net/ubuntu/+source/blueman/+bug/1851265, but I don't have blueman installed, so it has to be caused by a different package.
