Bluetooth fails to resume

Bug Description
After upgrading from Kubuntu 19.04 to Kubuntu 19.10, my bluetooth has become horribly unstable. Moving the computer to a different room and back(out of bluetooth range presumably), as well as suspending the computer causes the connection to my wireless mouse to fail. The bluetooth notification changes to say "No adapters available".
This throws pages of notifications in dmesg, as the computer tries reconnecting ~20 times. Sample below:
