extremely slow boot after upgrade to ubuntu 19.10, it takes ~2minutes to login screen

Bug Description

after upgrade to ubuntu 19.10 I am facing extremely slow boot time it takes ~2minutes to login screen. I didn't check the time for 19.04 but it was something around 20-30seconds.
Now after turning on notebook there is classical

Ubuntu
.....

boot screen for few second which disappears and black screen with blinking cursor in upper left corner remains most of the time(~100seconds). Then, after ~2minutes, login screen is shown.
