Kubuntu won't upgrade from 19.04 to 19.10

Bug Description

When trying to upgrade from 19.04 to 19.10, I get this (German) error message:

>>kubuntu-desktop<< kann nicht installiert werden.
Es war nicht möglich ein erforderliches Paket zu installieren. Bitte melden Sie diesen Fehler, indem Sie im Terminal den Befehl >>ubuntu-bug ubuntu-release-upgrader-core<< eingeben.
