do-release-upgrade tells me upgrades are only available from latest supported release when on latest supported release

Bug Description

$ lsb_release -c
Codename: disco

$ ubuntu-distro-info --stable
disco

$ sudo do-release-upgrade -d
Checking for a new Ubuntu release
Upgrades to the development release are only
available from the latest supported release.

Eoan does not yet exist in meta-release-development and ubuntu-release-upgrader has not been updated for eoan. One of these things is why the error message appears.

For clarity, my concern here is not that I can't upgrade to eoan, it's that I'm being given an invalid reason as to why I can't.
