upgrade from 18.10 to 19.04 failed, backout didn't run

Bug Description

Ran upgrade for 18.10 to 19.04. Towards the end of installing packages, there was an upgrade failed message saying it would run back-out. There was no mention of what specifically failed. The software updater then disappeared.
After rebooting (perhaps a mistake) system is apparently working and lsb -rd and System says it's 19.04

I just did upgrade from 18.10 to 19.04 and had the same problem. I am not sure what's the damage done. After rebooting I had to manually run `apt autoremove` to remove the old packages. I haven't tested other things yet that I depend on.
