[Impact]
Without this, upgrades from Lubuntu 18.04 to 18.10 don't work properly and display an error as shown below.
[Test Case]
Using a Lubuntu 18.04 system, ensuring that "Prompt=normal" is set in /etc/update-
[Regression Potential]
Little to none. This could only regress if lubuntu-core was re-introduced into Cosmic, which is very unlikely at this point in time.
