Bug Description

Test Case
---------
1) Install ubuntu-release-upgrader-core on an 18.04 chroot
2) Edit /etc/update-manager/release-upgrades set Prompt=normal
3) Run 'do-release-upgrade -d'
4) Observe the following

(bionic-amd64)root@impulse:~# do-release-upgrade -d
Checking for a new Ubuntu release
Failed to connect to https://changelogs.ubuntu.com/meta-release-development. Check your Internet connection or proxy settings
Upgrades to the development release are only
available from the latest supported release.

Installing ca-certificates resolves the issue, this was likely caused by the fix for bug 1744318.

Hello Brian, or anyone else affected,

Accepted ubuntu-release-upgrader into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-release-upgrader/1:18.04.27 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-bionic to verification-done-bionic. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-bionic. In either case, without details of your testing we will not be able to proceed.

I tested this with ubuntu-release-upgrader-core version 1:18.04.27 from bionic-proposed. When installing the updated version of the package both ca-certificates and openssl were installed.

(bionic-amd64)root@impulse:~# apt install ubuntu-release-upgrader-core
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following additional packages will be installed:
  ca-certificates openssl python3-distupgrade
The following NEW packages will be installed:
  ca-certificates openssl
The following packages will be upgraded:
  python3-distupgrade ubuntu-release-upgrader-core

After which I no longer received the error message when trying to upgrade.
