UI frozen and no information when the upgrader is installing snap packages

Bug Description

Test Case
1. Upgrade from Xenial to Bionic with update-manager -d

Result
At some point, after the deb packages have been upgraded, the UI freezes completely (cf Screenshot) for several minutes (6 minutes on my test system from a default xenial installation without any snap installed) seemingly doing nothing while the upgrader is installing snap packages.

It should at least inform the user that snap packages are being installed, ideally with the currently running action like for debs.

Additionally, if the machine being upgraded loses network connectivity at this stage, it hangs there forever and the only way out is to manually abort the ongoing snap change.

  * DistUpgradeQuirks.py:
    - make sure that snapd is installed before trying to use it.
      (LP: #1783589)
    - update the view with information regarding the progress of snaps being
      installed. (LP: #1783593)
    - when checking for connectivity to the snap store use C.UTF-8 for the
      language so error message matching works. (LP: #1783738)
  * DistUpgradeController.py:
    - Remove debs from apt's "Dir::Cache::archives" folder after the upgrade
      has completed successfully.
    - Add a telemetry marker to report the time to process migration from deb
      to snaps.
  * DistUpgrade/DistUpgradeViewGtk3.py: call vte's terminal.feed_child() with
    the correct parameters thereby fixing a crash. (LP: #1780501)

Accepted ubuntu-release-upgrader into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-release-upgrader/1:18.04.22 in a few hours, and then in the -proposed repository.

I tested a release upgrade from Ubuntu 16.04 to Ubuntu 18.04 today using the dist-upgrader from -proposed. Because its not possible to use do-release-upgrade -d and -p, I manually downloaded and extracted the dist-upgrader tarball and ran 'sudo ./bionic --frontend DistUpgradeViewGtk3'. This was on a virtual machine with 4 GB of memory. The process of installing snaps was displayed on the screen during the upgrade process, however the dist-upgrader dialog did freeze a couple of times perhaps because of the low memory. Regardless this is an improvement over the original situation and may be good enough.
