I updated ubuntu and upon restart, start menu disappears, and it wont shut down or restart properly, I have to hold the power button.

Bug Description

I upgraded ubuntu after being prompted for it. 16.04.3 release. When I scroll over the bar to select anything, the bar disappears and the monitor resets. It also wont let me shutdown the comp properly. I have to hold down the power button to reset. I can select most apps if I time it right, but I cant open the search.
