Bug Description
I ran "sudo do-release-upgrade" on my Ubuntu Server 16.10 system, and after a bunch of work, it said "Could not calculate the upgrade" and bailed out. I think I have a few packages installed from outside the Ubuntu repos, so that could be the problem, but the error message was not specific enough for me to figure out whether that was the case.

For some reason, uninstalling vlc (which also automatically uninstalled a bunch of its dependencies) seems to have gotten around the problem, and I'm now running the upgrade.
