Bug Description
Given:
Microsoft LifeCam VX-2000 USB camera
Worked without any issues on Kubuntu 14.04
Works without any issues on Kubuntu 16.04 in vokoscreen and Audacity, it is displayed in `pavucontrol` on the Input Devices tab and the bar is animated.
Problem:
The camera doesn't work in the current Skype Beta 5.4, in Google Chrome, in Firefox. If a websites requests permissions to access microphone, in Firefox appears a popup with devices and there I can select the cam, but after that no sound really comes through and the LED on the cam is OFF.

I've uninstalled 16.04 because I've realized that LTS is just a silly sticker meaning nothing practical: people from IRC (#kde) couldn't provide any help because they're basically don't use such an old Plasma desktop which is shipped with 16.04 - it is about two years old.
So I've installed 17.04 and re-tried all my attempts and still no any success: camera doesn't work in the system, in Skype for example. This is a bad thing to my mind because it worked previously on 14.04 but now it doesn't work neither in 16.04 or 17.04.
