Bug Description
I was testing an upgrade from Y to Z using do-release-upgrade and backed out when the changes were successfully calculated. Later on when I ssh'ed in I saw the following message.
$ ssh clean-yakkety-amd64
Welcome to Ubuntu 16.10 (GNU/Linux 4.8.0-46-generic x86_64)

0 updates are security updates.

Clearly, the quantity of packages available to update must be from when sources.list contained zesty instead of yakkety.

Testing again I ran do-release-upgrade, exited and immediately checked updates-available.
bdmurray@ clean-yakkety- amd64:~ $ sudo cat /var/lib/ update- notifier/ updates- available
955 packages can be updated.
0 updates are security updates.
