Upgrade from 14.04 to 16.04 stuck while waiting for libssl1.0.0 configuration

Bug Description

I think that this is a minor, usability bug.

Steps to reproduce:

1 - Have the latest Ubuntu 14.04
2 - Start upgrading to 16.04
3 - Then procedure stops with "configuring libssl1.0.0"

Now, this for an experienced user is something that, clicking the "terminal" dropdown will reveal that you have to use the tab key and select a Yes or No for the services to restart or not during the upgrade.

But for a regular user, this may lead to disaster, like coming to the PC after 1 our and then thinking that something went wrong and force close the upgrade manager.

As I saw some people had this already :

I think that, by default this should be a silent upgrade without user intervention. But I know that this is something that needs more investigation on which situations should the Upgrade manager use Yes to all (by default)
