Ubuntu Trusty offers direct upgrade to Vivid

Bug Description

I first stumbled across a user reporting on Ubuntu forums that Ubuntu Trusty now offers a direct upgrade to Vivid if "notify of new release" is changed from LTS only to "any new release". Unless something has changed recently I believe that is an improper upgrade.

I rudely subscribed Brian Murray because I know he has excellent knowledge of ubuntu-release-upgrader, and if I'm correct and this is still an improper upgrade path then it's definitely a critical bug and may result in many broken Trusty installs. If I'm incorrect and that is now a valid upgrade path please accept my apologies in advance and we'll just mark this invalid.

I see from reading bug 1497024 that this was intentional so I'll mark this invalid. Not sure why Trusty -> Vivid upgrades are failing so I'll look into that further and see if the problem(s) are reproducible.

The upgrades are likely failing due to bug 1497688.
