cannot calculate upgrade 14.04 to 14.10

It gets through the point of Calculating Change and then fails for no reason:

Checking package manager

This can be caused by:
* Upgrading to a pre-release version of Ubuntu

* Unofficial software packages not provided by Ubuntu
