That is maybe not a bug. You have an old release which isn't supported anymore. You have to upgrade with the old-releases archive repository or too fresh-install Ubuntu. See also http://askubuntu.com/questions/91815/how-to-install-software-or-upgrade-from-an-old-unsupported-release

Ubuntu 14.04 is a supported release. There comment about base likely is just referring to the first release they ever installed.
