When I try to upgrade to a new ultimate edition version, the upgrader says there are some errors (though they don't really apply to my system) and then does not finish the upgrade, even with the command it says to use to try to fix it.

Bug Description

The summary explains it all. I am currently using linux Ultimate Edition 3.8 on a really old laptop. It has an AMD Mobile Athlon 64 with ATi Mobility Radeon 9600 Turbo graphics and 512MB of RAM on a 60GB mechanical hard drive (I don't remember the RPM speed). Hope that helps.

One thing to be aware of is that you are running a distribution that is based on a release of Ubuntu that is no long supported (Ubuntu 13.04) and that you are trying to upgrade to another unsupported release (Ubuntu 13.10). Having said that you've also encountered an issue with upgrading and the xorg-edgers PPA.

Reviewing the files from your upgrade attempt you seem to have enabled a PPA that provides Xorg packages. This will prevent the upgrade as that PPA contains different versions of packages essential to Ubuntu. The page, https://launchpad.net/~xorg-edgers/+archive/ppa, contains details on to how to revert to the official Xorg packages for the xorg-edgers PPA. Instructions for reverting to official Xorg packages should be similar for the PPA that you have enabled.
