cant bot after upgrading from 14.04 to 14.10 - "udevadm trigger is not permitted while udev is unconfigured."

Bug Description

After boot i see "udevadm trigger is not permitted while udev is unconfigured." and bootloading drops me into busybox.
I can't bot with new kernel after dist upgrade. Update-initramfs and reconfiguring udev goes fine, but problem still occur. I can boot with older kernels.
