do-release-upgrade fails and gives no details about why

Bug Description

fails and suggests that it could be unsupported software etc..
There is no software on the system that is outside of the Ubuntu package management, so this should not be the case.
This is from 13.10 > 14.04LTS 32-bit desktop

This error has continued to be a problem since 14.04 was new, so around 6 months, with the machine being kept up-to-date, including doing a successful `apt-get dist-upgrade` followed by a reboot immediately before trying do-release-upgrade.
