an upgrade from quantal to saucy is not supported with this tool

Generally release upgrades should be from one release to the next (e.g. Raring to Quantal) or from LTS to LTS (Precise to Trusty). What commands did you run to encounter this bug?

What version of update-manager do you have installed? You can check via apt-cache policy update-manager.
