Bug Description

When installing on an IPv6 only network, the installer incorrectly reports that no Internet connectivity is available.

Steps to reproduce:
- Download desktop ISO. I used http://cdimage.ubuntu.com/xubuntu/daily-live/current/trusty-desktop-amd64.iso current at Fri Dec 13 15:00 EST
- Boot ISO on a computer where only IPv6 connectivity is available
- Choose Install Xubuntu
- Choose language

Results:
- At "Preparing to install Xubuntu screen" it states
  For best results, please ensure that this computer:
  ✓ has at least 5.5GB available drive space
  ✕ is connected to the Internet

Expected results:
- A checkmark next to "is connected to the internet"

The install is able to complete from the ISO. Once the installed machine is booted, updates are able to be applied indicating Internet connectivity is indeed available.

Ubiquity installer uses the following services:

* http://start.ubuntu.com/connectivity-check.html
* archive / ports country mirrors
* http://geoip.ubuntu.com/lookup
* http://geoname-lookup.ubuntu.com

If the first one is not available, then ubiquity assumes there is no network connectivity and therefore other anonymous services are not used.

* langpack fetching / installation
* apt cache refresh
* downloading updates and drivers
* guessing installation location at timezone selection step
* predicting location names at timezone selection step

I have filed an RT to get those services enabled over IPv6

do-release-upgrade (part of ubuntu-release-upgrader-core) also cannot poll for upgrades because changelogs.ubuntu.com is unreachable over IPv6. Shall we mark this bug as also affecting that package or open a separate bug against it?
