partial upgrade 'details' window does not fit on 768px high screen

Bug Description

The 'partial upgrade' window (/usr/lib/ubuntu-release-upgrader/do-partial-upgrade --frontend=DistUpgradeViewGtk3) has a 'details' twisty in it. If you open the twisty you get details about packages to be installed/removed/upgraded. Opening the twisty makes the window taller; if you open the twisty on a 768px screen (like the 1366x768 screen on my Dell XPS 13), the window is taller than the screen and the Cancel/Start Upgrade buttons are pushed offscreen.

To reproduce:
1) On a computer w/ 768px tall monitor, open the software updater
2) Perform a dist upgrade (in my case, the updater said I can only do a partial upgrade so I chose that option)
3) A window appears with the text, "Do you want to start the upgrade"
4) Click the 'Details' twisty to expand it

Expected results:
The details twisty opens but the window remains small enough to stay onscreen

Actual results:
The details twisty opens and the window is resized so that it is too tall to fit onscreen

Clicking on "Details" again does not make the window any smaller either, leaving a very large, mostly empty window.

Would like to build on what Chris said and explicitly point out that the biggest problem with this bug is not that the window doesn't fit the screen, it's that there's no way to recover from that. The Upgrade/Cancel buttons can no longer be brought back into view by undoing the action which threw them way down to begin with. So unless you know exactly how many times to press Tab, you can't know how to proceed.

Still affecting upgrade from 17.04 to 17.10

Bug still exists when upgrading 17.10 to 18.04. Quit item from top menu bar doesn't work, you have to enable window move with Alt+F7 and move window with arrows until buttons appear on screen.

Issue still exists when upgrading from 18.04 to 18.10.
