No push notifications in telegram after update (r21)

Bug Description

The no push notifications problem is back again. After last night OTA update on the BQ phone.

No notifications are pushed on the r21 image.

John, ideas? Push issues seem to be intermittent. From time to time we get these sort of bug reports via different means (lp, Telegram, mail).

Hi Leopoldo, can we try a little experiment to see where the problem is?

1) Install the app called "Hello"
2) Start it and enter a random nick (like, qwerty or whatever. If it says it's in use, just try another one), then close it.
3) Go to http://ralsina.me:8001
4) Send a message to the nick you registered
5) Tell me here how that went :-)

OK. I have installed the app called "Hello".

Upon launch the app opens but it throws an error and doesn't let me enter nickname or anything.
The error in a red square box is:

:ERROR: The name com.ubuntu.PushNotifications was not provided by any .service files

Any ideas why that might happen?

That error looks like push client is crashing... maybe John can check that since I am away until tuesday :-(
