"add to panel" dialog missing

Noticed that in UNR 9.10 there's no menu entry "add to panel" when right-clicking on the gnome-panel.

Yes, I can reproduce it like this
1. select the UNR home screen
2. right-click on the gnome-panel (right in the middle, see screen shot)
3. the context menu which opens is missing "add-to-panel" entry

you seem to be clicking on an applet, what does about say there?
