I have a mix of English and French window labels, drop-down menus, and icon captions

Bug Description

I installed Ubuntu 11.10 five days ago. In System Settings, I set the languages as English (US), French, and Brazilian Portuguese in that order. For four days, all the desktop and window labels and drop-down menus and content of windows (such as the System Settings window) were in English as I intended. Then, on the fifth day, in the middle of a session and without warning, all the labels and drop-down menus switched into French. I was not working in French and had not yet worked in French on this new installation.

I went to to the System Settings, Language window and confirmed that the settings had not changed. I re-started the computer but nothing changed. Finally, I removed French and Brazilian Portuguese from the list and re-booted the computer. Now, I have a mix of English and French labels and drop-down menus and even some of the icon labels in the System Settings window are in French.

I want to have all labels and menus revert to English only. What do I need to do?
