I am in the U.S. and have a New York/U.S. locale. I changed the time setup manually to display in 24 hour time. However, it appears that this does not change the time globally throughout the system. For example, when I print a page from the internet the time always displays in AM/PM even though I have all visible clocks set to 24 hour time.

I think you're asking for a global setting for the view of time and that things like the panel clock and the printing from your web browser should use it. That seems a reasonable request to me.
I had a look, and the Locale environment variable LC_TIME does seem to be able to set this - not sure which programmes take notice of it, and I can't see a way of setting it in Gnome (KDE has a GUI for Locale settings).
