Authorization via user password breaks after uninstalling then reinstalling ubuntu-desktop

3) What I expected to happen is if I uninstalled, then immediately reinstalled ubuntu-desktop, the requirement to type my password to install packages via Synaptic Package Manager or update software via Update Manager would still exist.
4) What happened instead is that after uinstalling, then immediately reinstalling the ubuntu-desktop package, if I install or uninstall a package via Synaptic Package Manager, or update a package via Update Manager, it no longer requires my password.

After about 20 minutes of installing different packages, it is now prompting me again to input my password to access Synaptic. At this point, this bug is considered closed as it seems the functionality was not broken, it just took some time for it to "kick in".
