xdg-menu should be included in ubuntu-desktop

Bug Description

Applications which use the Debian menu system do not have, currently, their menu entries installed correctly into GNOME due to xdg-menu not being installed in the default system. We should not force the user to jump through hoops in order for applications that use the debian system to show up in the menu.

There is no support on such deprecated version; that one has died long time ago.
