Change dependency of pcmciautils from "Depends" to "Recommends" for ubuntu-desktop

Bug Description
Not all machines need pcmciautils and it could safely be removed. This makes ubuntu-desktop (and it's counterparts xubuntu-desktop, kubuntu-desktop and such) to be removed as well. I suggest changing their dependency from "Depends" to "Recommends".

I've committed a fix to make it a Recommends as of the next upload, although note that since it really only ships udev rules and a fairly trivial init script it won't actually make your system particularly leaner or meaner :-)
