UFW cannot be removed without removing ubuntu-standard

Bug Description

ufw was added as a dependency of ubuntu-standard and not as a recommends. There are multiple use cases where it's not required and can interfere with other desired functionality.

Since all of our tools install recommends by default for meta-packages, please move this to a recommends.

ufw by default does not hurt anything, as it is disabled by default. The user must explicitly enable it with 'sudo ufw enable'. That said, I agree its removal should not remove ubuntu-standard.

I agree, this should be removable without removing everything in ubuntu-standard.
This will make it not start:

update-rc.d -f ufw remove
