20.04 often have no panel and default desktop

Bug Description
I have 20.04 running on a couple of different machines. Sometimes when I have a problem of some sort and reboot, I'll have a desktop with the default wallpaper and no panel. This happened this morning after I had a networking problem. Adding a panel by right-clicking the desktop does not work. Usually the only fix is to delete the .kde, .config, .cache, and .local directories from my $HOME. Needless to say this is a royal pita.
When I have this problem I can display the available windows with Alt-F4; they appear in a panel on the left-hand side of the screen.
I've tried to determine just where the problem lies but without much success.
I run a pretty vanilla setup with just a custom wallpaper and customized program menu.
This has happened so frequently to me in the past couple of weeks that I expected to see a bug report filed already.
