Split ubuntu-desktop into platform/applications

Bug Description

ubuntu-desktop is important to have installed, as it is the best way that new
desktop packages can be pushed towards a user during an upgrade (eg. polypaudio
as just now.) However, it's very easy to remove it, even by accident, for
example by unticking xpdf in gnome-app-install (something everyone should want
to do!)

I think that ubuntu-desktop should therefore by split from another ubuntu-
package containing the "user" applications: OOo, GIMP, Gaim, etc. In fact,
anything that users won't consider part of the "OS," and can fairly easily be
swapped out without integration problems. This would allow users to remove apps
and still have their GNOME environment kept healthy. The only thing they'll
lose is suggested new applications, which is their choice.

Alternative: Switch from depends to recommends for these sorts of things;
although that might cause confusion if/when new apps are not installed
automatically.
