Bug Description
In discussion with Scott Moser, we've determined that there's probably no longer any reason to support grub1 on the server ISO. grub-installer no longer installs it automatically, only if you preseed it - with the rationale given in the changelog that you might want to do this when installing on Xen (i.e., if booted using pv-grub).
The grub-legacy-ec2 package exists to provide compatibility with pv-grub on cloud images without depending on grub1. It might be a good idea to migrate to this for the server images as well - and maybe on *all* other images where we still include grub1. Maybe we want to include some installer integration for grub-legacy-ec2 before dropping it, however?
