time not shown anymore in panel after upgrade to 13.04

Bug Description

my top panel only contains, 'ubuntu one', 'messages', 'battery', 'network', 'sound', (time should be here, but isnt), 'settings'

Hi,
It was not with the upgrade I made, but some days after, with a new kernel and I saw that a library called something like liblocaltime or libtimezone this kind of name was erased by ubuntutweak as no more in use.
